CJIS Data & Digital Displays

First Arriving digital displays are not intended to display Criminal Justice Information (CJI).

First Arriving is designed for shared operational and situational-awareness displays. Information requiring CJIS-protected access should remain within your agency's authorized CAD, RMS, CJIS/NCIC, or other secured system and should not be displayed on a First Arriving wallboard or shared television.

Definitions

What is CJI?

Criminal Justice Information (CJI) includes protected information provided through FBI CJIS systems.

Not everything in CAD or RMS is automatically CJI.

Operational information that may be appropriate for a shared display, subject to your agency's policies
Call type
Incident number
Unit assignment or status
Response times
Queue counts
Timestamps
Staffing information
Aggregate statistics
Similar agency-generated information
Examples of CJI
Criminal-history information
NCIC returns and hits
Wanted or missing-person information obtained through CJIS systems
Certain protection-order information
CJIS-provided identity information
Fingerprints and other biometric information
Other protected CJIS records

However, CAD and RMS records can also contain CJI, personally identifiable information (PII), or other restricted information. CJI does not stop being protected simply because it has been copied or incorporated into a CAD call, dispatch note, or RMS record.

Sensitive even when it is not CJI

Names, dates of birth, driver's-license information, victim or witness information, medical information, juvenile information, and detailed call narratives may also be sensitive or restricted even when they do not technically qualify as CJI.

Why it matters

Why shouldn't CJI be shown on a wall display?

CJIS-protected information is intended to be accessed by authorized individuals through appropriately secured systems. CJIS security requirements include individual identification and authentication, multi-factor authentication for organizational user accounts, access controls, physical-security requirements, and controls protecting information displayed on monitors.

A shared wall-mounted television or digital display is fundamentally different from an individually authenticated workstation.

Simply locating a display inside a police station, dispatch center, EOC, fire station, or other secure facility does not automatically make CJI appropriate for continuous display.

For this reason, First Arriving takes a straightforward approach

If information is CJI, or your agency otherwise requires individually controlled access to it, it should not be sent to or displayed through First Arriving digital displays.

CAD, RMS, and other integrations should be configured to provide only information your agency has approved for shared display. When there is uncertainty, consult your agency's CJIS Information Security Officer, Terminal Agency Coordinator, or other designated security/compliance authority.
